Project Description

The Justice Development Support project contributes to Mali’s poverty reduction effort by strengthening the credibility effectiveness and accessibility of justice especially for women and youth. This project is implemented in cooperation with Denmark which contributes funding through a delegated cooperation agreement with Canada. This part of the project represents Denmark’s support for the development of justice in Mali and focuses specifically on the component of financial support for the Ministry of Justice in implementing the 2010-2014 operational plan of the Ten-year Justice Development Program. Among other things Denmark’s contribution makes it possible to develop codes of ethics for all stakeholders in Mali’s justice system. Denmark’s contribution also aims to help implement rehabilitation programs for young offenders. As with all budget support initiatives Canada is working in close cooperation with other donors and the Government of Mali to focus on effective transparent and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. Budget support also fosters greater policy dialogue among donors government and partners thus helping to strengthen efforts for effective focussed aid as well as long-term development results. This initiative is continuously monitored and evaluated in coordination with other donors. This contribution is one part of the Support to the Justice Development Program which has a total budget of $20 million.

Progress & Results Achieved

Results achieved as of the end of the project (March 2014) : 1) victims of violence in northern Mali particularly women and girls have benefited from improved access to advice and legal assistance; 2) legal and health professionals have improved their knowledge on gender-based violence; 3) key actors such as judges brigade leaders and police officials have improved their knowledge on national and international human rights laws; 4) internal rules and codes of ethics have been developed for lawyers and bailiffs; 5) judges court officers prison administration staff police and gendarmerie have received training on human rights taking into account the specificity of women; 6) four inspection missions were conducted in Gao Kayes Mopti and Bamako; 7) a guide on the protection of women's rights has been designed published and disseminated; 8) the rate of implementation of the policy to improve services to incarcerated individuals has increased from 10% (in 2010) to 20% (in 2011); 8) civil society was actively participated in the starting phase of the project was well represented in various steering mechanisms of reform and developed an action plan for civil society participation in the Ten-Year Justice Development Operational Plan; and 9) the capacities of the Finance and Material Division of the Ministry of Justice have been strengthened through the establishment of a manual of procedures and staff training. These results have contributed to developing the tools necessary for an independent credible and efficient judiciary while providing the basis for increased participation of civil society in judicial reform.
