Project Description

This project represents Canada’s aid to Support Ukraine’s Reforms for Governance (SURGe) to improve the quality of life of Ukraine’s citizens particularly women and girls. It seeks to do so through inclusive citizen-centric and gender-responsive reforms managed by the Government of Ukraine. The areas targeted for reform include economic growth public administration human capital education healthcare and combating corruption. The project uses a responsive expert deployment mechanism to enhance and strengthen the Government’s reform management at 2 levels: (1) stakeholders within the Secretariat of the Cabinet of Ministers given its management role of the overall reform agenda and (2) reform owners within Ukrainian ministries and agencies requesting specific technical assistance when planning and implementing reforms. In response to Russia’s illegal invasion of Ukraine in February 2022 certain project activities were adapted to address new immediate needs and protect previous development gains. Canada’s development partners in Ukraine pivoted project activities to respond to the evolving context in several ways such as providing emergency supplies equipment and services mental health support transportation and accommodation. The beneficiaries scope expected results and geographic location of project activities may have changed from the original description.

Expected Results

The expected outcomes of this project include: (1) improved planning and analysis of reforms by the Government of Ukraine including gender-responsive reforms; (2) improved implementation of reforms by Government of Ukraine institutions including gender-responsive reforms; and (3) improved management of the national reform agenda by the Government of Ukraine including gender-responsive reforms.

Progress & Results Achieved

Results achieved as of March 2023 include: (1) developed 3 new Recovery Reform Initiatives (RRI) for food security humanitarian assistance governance and human trafficking of women and girls prevention. They also implemented and adapted 3 existing RRIs to changing needs after the full-scale illegal Russian invasion in the education community services for children and criminal justice reform fields; (2) trained 3 000 Government of Ukraine employees to institutionalize inclusive and responsive service delivery approaches across the RRIs (e.g. correctional and community services staff school leaders justice services education and institutional audits); (3) developed ProjectUA a digital platform for government-wide planning and monitoring to be piloted across select ministries agencies. This includes the Ministry for Communities Territories and Infrastructure Development the Ministry for Barrier-Free Environment and the National Agency of Ukraine on Civil Service; (4) assisted the Government of Ukraine in shaping crisis communications following the onset of Russia’s invasion of Ukraine; (5) assisted the State Emergency Service in reaching over 7 million Ukrainian women and girls through their anti-trafficking information campaign; and (6) responded to urgent needs by transporting and distributing emergency supplies to over 90 000 people across Ukraine due to the impacts of Russia’s war on Ukraine.
