Project Description

This grant constitutes Canada’s long-term institutional support for the Organisation internationale de la Francophonie (OIF). The OIF uses these funds along with other donors’ funding to achieve its mandate and implement its programming. The OIF’s mandate includes: (1) promoting the French language and cultural and linguistic diversity; (2) promoting peace democracy and human rights; (3) supporting education training higher learning and research; and (4) promoting sustainable economic development and solidarity. The OIF incorporates the crosscutting themes of youth and gender equality in implementing its specific strategic objectives. The OIF conducts its activities in conjunction with other Francophonie institutions civil society and national international and multilateral organizations. Advocacy project financing technical assistance training awareness-raising and the dissemination of knowledge in French are the main means by which the OIF carries out its programming. Through its 2015-2022 Strategic Plan the OIF aims to incorporate the Francophonie’s activities into the international context of the fight against poverty and achieving the Millennium Development Goals. Canada's support for OIF programming contributes to the enhancement of the French language in a context of linguistic and cultural diversity the strengthening of democratic governance and the rule of law among its members the strengthening of access for all children to quality education and training and the implementation of the Development Agenda to 2030.

Expected Results

The expected outcomes for this project include: (1) strengthened the use of French in international relations and the media; (2) improved the supply of French as a foreign language in the education system; (3) increased the capacity of national institutions related to democracy and human rights; (4) modernized judicial institutions and increased recognition of Francophone legal expertise; and (5) strengthened the capacity of Francophone actors to participate in international negotiations and discussions on the economy the environment and sustainable development.

Progress & Results Achieved

Results achieved as of December 2018: (1) 2 564 civil servants managers and national experts were trained in French for diplomacy and international relations as part of 16 National Francophone Initiatives (NFIs) and 5 Francophone Settlement Initiatives (FSIs); (2) 36 200 teachers and nearly 2 000 trainers and supervisors have been trained since the creation of the Initiative francophone pour la formation à distance des maîtres (Ifadem); (3) 450 senior judges and prosecutors were trained and sensitized through the activities of the Association africaine des hautes juridictions francophones (AAHJF) and the Association des hautes juridictions de cassation des pays ayant en partage l'usage du français (AHJUCAF); (4) 305 Francophone actors who participated in the seven Francophone consultations strengthened their capacities on international negotiations and the implementation of national commitments on climate and desertification; (5) more than 13 000 young people and women project leaders and entrepreneurs have been supported and/or made aware of entrepreneurship since 2015. 40 identified Support Structures for Innovative Entrepreneurship (SAEI) were supported in 13 French-speaking sub-Saharan African countries through capacity building for incubator human resources the organization of entrepreneurship awareness and training events; and (6) nearly 30 expert missions were deployed to more than 10 countries including deployments of Special Envoys and fact-finding and contact missions to strengthen the functioning of electoral institutions in Burundi in December 2017 and May 2018 Cameroon in February 2018 the Democratic Republic of the Congo in November 2017 Niger in February 2018 and Mali in March 2018.
