Project Description

This project aims to improve evidence-based strategic policy-making planning and coordination in the Ministry of Education to support the implementation of Jordan’s National Education Strategic Plan. Through technical assistance provided to the Ministry of Education the project supports efforts to strengthen evidence-based planning and policy-making through improved data collection and utilization monitoring evaluation and reporting and research. This technical support complements the Education for Jordan Prosperity project which provides budget support to the ministry to implement the Strategic Plan.

Expected Results

The expected outcome for this project is improved collection availability and use of disaggregated data for decision-making policy formulation and strategic planning.

Progress & Results Achieved

Results achieved as of December 2021 include: (1) supported the first national Sustainable Development Goal 4 (SDG4) – Quality Education Report to Jordan’s National Committee. The finalization of the SDG4 Report contributed to strengthening key Ministry of Education’s (MoE) staff skills in monitoring data analysis and reporting on SDG4; (2) held a two-day policy dialogue with the MoE and UNESCO’s International Institute for Education Planning partners and national stakeholders to conclude the Education Strategic Plan (ESP) mid-term review. This process was conducted throughout 2021 to assess the progress of the ESP including the impact of COVID-19. Lessons learned led to the extension of the ESP until 2025; (3) activated the ESP Partnership and Coordination Structure through Jordan’s Policy Planning and Coordination Committee and Technical Working Groups to foster more inclusive partnerships and cooperation in the education sector; (4) supported the completion of the Statistical yearbook 2019-2020 to support strengthening the Education Management Information System (EMIS) aimed at increasing access to more inclusive data; and (5) provided skills training on quantitative and qualitative data to deliver a yearbook to the Statistics Unit of the MoE; and (6) supported the MoE in the implementation of their EMIS Operational plan (2020-2023) and the delivery of the new OpenEMIS platform.
