Project Description

The project supports and strengthens the Pacific Alliance (PA) and its member countries Chile Colombia Mexico and Peru. The project aims to contribute to the PA governments’ capacity to sustainably manage and regulate their extractive sectors for the benefit of their countries including economic development environmental stewardship social justice and gender equality. The project aims to award more than 120 scholarships including one-year professional Master’s certificate and short-course programs to public sector professionals in the relevant PA government ministries. Project activities include: (1) issuing Calls for Participation to Canadian universities at the start of the initiative and on an ongoing basis as required; (2) identifying appropriate ministries (implementing partner) in each PA country; (3) establishing admission guidelines placement/admission processes and organizing participant recruitment; (4) awarding scholarships to approved PA professionals; (5) creating an implementation strategy and training plan for each PA ministry; and (6) creating a process and tools for PA professionals to share their personal development plan when they return to their countries. The goal is to attract and nominate at least 25% of the scholarships to women recipients.

Expected Results

The expected outcomes for this project include: (1) improved effectiveness of PA ministries to sustainably manage and regulate the countries' extractive sectors including increased technological capacity environmental stewardship gender human rights (including indigenous rights) and economic development; (2) improved awareness of PA governments regarding the benefits of a skilled workforce in the public administration of their extractives sector; and (3) increased involvement of Canadian universities in developing the skills and capacities of the PA public sectors to sustainably manage and regulate the PA extractive sectors including enhanced technological capacity.

Progress & Results Achieved

Results achieved as of March 2022 include: (1) created a consortium of 11 Canadian universities participating in the delivery of Canada-Pacific Alliance Scholarship Program masters and short courses; (2) awarded 126 scholarships (70 women and 56 men) for short courses. Awarded seven scholarships (five men and two women) for Master’s or certificate programs; (3) offered 12 short professional development courses; (4) delivered nine of the 12 short courses developed specifically for the program; (5) developed and launched an online course “Considering Gender in Extractive Industries: Latin America”. All 133 scholarship participants; (6) modified seven short courses to provide them online during COVID-19 travel restrictions; (7) processed over 144 scholarships applications; (8) collected 94 Knowledge Transfer Implementation Reports; (9) collected survey feedback from 111 trainees and students; (10) collected survey feedback and interview data from 117 workplace supervisors; (11) developed the webinar Build your Global Network through Social Media: Tips and Tricks for CPASP Students and delivered it three times to 24 Canadian-Pacific Alliance Scholarships Program recipients; (12) provided a recording of the webinar to all 133 students and trainees; and (13) registered all 133 students and trainees in a CPASP LinkedIn group to promote networking between Pacific Alliance (Chile Colombia Mexico Peru) and Canadian professionals involved in the extractive sector.
