Project Description
The project aims to strengthen the capacity of local populations in Haiti to participate in the development of their communities so that all women and men in urban and rural communities can benefit from decent public services and diversified economic opportunities. Project activities include: (1) support and accompaniment of three ministries and organizations involved in decentralization: (Ministry of Planning and External Cooperation; Ministry of Interior and Territorial Collectivities; and Office of Human Resources Management); (2) capacity building for steering decentralization; (3) training and mentoring of women mayors; (4) support to targeted local governments in the mobilization and management of tax revenues; and (5) organization of consultation workshops and awareness campaigns for better integration of women's needs and concerns in local development. The activities to combat the spread of COVID-19 planned under the project are: to provide personal protective equipment to the staff of the communal administrations in order to ensure the provision of services by the town halls; to provide support in awareness-raising materials; to inform the population about the presence and spread of COVID-19 about preventive measures and about the behaviors to be adopted in order to prevent community contamination.
Expected Results
The expected results for this project include the following: (1) decentralization and deconcentration efforts are conducted in a strategic coordinated and inclusive manner ensuring integration of the distinct perspectives and priorities of women; (2) territorial institutions are modernized and strengthened in order to leverage a more accountable and inclusive local governance that adequately responds to people’s needs; and (3) development of territories is driven and rebalanced by the use of tools and approaches that take into account local circumstances and women’s specific needs.
Progress & Results Achieved
Results achieved as of March 2023 include: (1) provided support towards the development of various reform documents for decentralisation and deconcentration. This includes the National Deconcentration Policy (PND) the National Deconcentration Charter and the State Modernisation Programme (PME-2023) and measures to ensure compliance with a quota of at least 30% of women in the civil service; (2) organised a high-level forum on territorial governance. 80 executives and managers in public administration for the Département du Centre exchanged views in order to formulate recommendations to the State Modernisation Programme; (3) organised numerous workshops on various reform and territorial administration processes attended by more than 550 people; (4) trained 119 women and 8 men in public administration’s female leadership; (5) supported an inter-communal structure to bringing together 5 communes to improve waste management and combat insalubrity; ( 6) organised consultations with 286 participants and 124 institutions to promote better gender mainstreaming in local government; (7) supported the Lascahobas town council in their plan to draw up a gender-sensitive municipal budget and apply GBA+ to the municipality's administrative and budgetary issues; (8) carried out a study to set up a pilot project for the technical services of 7 communes' arrondissements to improve their planning in the management of goods and the provision of services; (9) drawn up 8 communal development plans (PCD) for 8 different communes to improve urban planning and local administration; and (10) supported purchasing and transferring computer hardware and equipment to facilitate the use of renewable energy to 8 ministries of the Haitian government.
