Project Description

This project aims to enhance the capacity of targeted beneficiary states to prevent detect and respond to cyber threats using the latest techniques and field technology. Targeted beneficiaries include Cambodia Indonesia Lao People's Democratic Republic Malaysia Myanmar Philippines Thailand and Vietnam. Project activities include: (1) undertaking a needs assessment process including training and equipment needs; and (2) offering 2 one-week trainings on The International Criminal Police Organization's tools services and cyber forensic investigation techniques.

Expected Results

The expected outcomes of this project include: (1) improved information sharing among law enforcement agencies of member states of the Association of Southeast Asian Nations on cybercrime matters; and (2) enhanced law enforcement’s capacity to effectively detect and dismantle criminal activity for those who use cyber technology to attack digital infrastructure and undermine national security and economic prosperity.

Progress & Results Achieved

Results achieved as of (July 2017) include: (1) conducted 8 Rapid Cyber Assessments to identify the immediate needs of the beneficiary states with findings consolidated into equipment and training needs analysis reports for each assessed country; (2) taken into account the existing cyber-capabilities of the beneficiary countries the necessary equipment is procured and delivered to beneficiary countries; and (3) conducted training courses for 2 groups of beneficiary states leading to an 87% overall increase in skills and knowledge related to cyber-crime investigations and techniques for the first group and a 95% overall increase for the second group.
