Project Description
This project aims to combat Foreign Terrorist Fighters (FTFs) movement in conflict zones and monitor those engaged already in terrorist activities in conflict zones. This is done to enhance the security of Canadians at home and abroad and aid counterterrorism and cybercrime law enforcement units of selected Association of Southeast Asian Nations (ASEAN) and member states. Project activities include: (1) undertaking a needs assessment with beneficiaries and key regional stakeholders; (2) delivering 2 three-day training for specialized law enforcement officers from national counter-terrorism units; (3) delivering 3 one-week training sessions on FTFs internet and social media use; and (4) developing a study that examines creating a database on released convicted bomb makers.
Expected Results
The expected outcomes of this project include: (1) increased information sharing on the regional national and international levels; and (2) increased incorporation of human rights considerations in cybercrime investigations and improved ability for criminal counter-terrorism investigations.
Progress & Results Achieved
Results achieved at the end of the project (March 2017) include: (1) gathered 168 immediate training beneficiaries (16 women and 152 men) from the Association of Southeast Asian Nations (ASEAN) member countries Bangladesh and 68 additional immediate beneficiaries; (2) formed an operational working group with 25 specialized officers which delivered a report on Counter Terrorism Fusion; (3) 50% of participants reported increased information sharing on the regional national and international levels; and (4) 6 ASEAN countries (Indonesia Malaysia Myanmar Philippines Thailand and Vietnam) uploaded 104 bomb-maker profiles to the International Criminal Police Organisation’s Watchmaker database and Bangladesh submitted 10.
