Project Description

This project aims to enhance the capacity of security agencies to prevent and respond to threats posed by terrorist activities. It does so by offering training and technical assistance to Morocco on counter-terrorism training specifically tailored to the realities of the Moroccan prison system. Project activities include: (1) developing a core training curriculum and manual on identifying assessing and responding to radicalization to terrorism and managing terrorism offenders in prisons; (2) developing and delivering an interactive training course for up to 25 corrections officials; and (3) evaluating training to inform next steps in implementing the Countering violent extremism in prisons program in Morocco.

Expected Results

The expected outcomes of this project include: (1) improved prevention of violent extremist radicalization and recruitment in prisons; and (2) improved management of terrorism offenders in a manner that is in line with international norms and standards. These include the United Nations Mandela rules and international good practices such as those contained in the Global counterterrorism forum Rome memorandum and relevant United Nations Office on drugs and crime handbooks.

Progress & Results Achieved

Results achieved at the end of project (April 2017) include: (1) successfully delivered the Countering violent extremism (CVE) program training to 25 participants at the National training academy of the General delegation for penitentiary administration and reintegration (DGAPR) in Tiflet Morocco. The participants include 20 prison officers (social support security and intelligence staff and psychologists) from 4 prison institutions (Arjat Kenitra Ras Elma and Toulal) 4 DGAPR headquarters’ officials and 1 trainer from the National Training Academy; (2) participants self-reported that the CVE program tools and materials strengthened their confidence in identifying behavioral indicators of violent extremist radicalization in prisons; and (3) prison staff reviewed international good practices in 5 prison domains (regime security assessment intervention and through-the-gate). This enabled them to reflect and improve in alignment with international standards and good practices.
