Project Description
This project aims to improve global health-security coordination and collaboration by developing new and more effective tools to prevent detect and respond to deliberate biological incidents. Project activities include: (1) developing a global chemical biological radiological and nuclear (CBRN) incident database and knowledge management system; (2) developing a smartphone application to provide resources and guidance to CBRN investigators working in the field; and (3) coordinating meetings and strategic tabletop exercises across the Association of Southeast Asian Nations (ASEAN) agencies to promote regional cooperation on CBRN incident response.
Expected Results
The expected outcomes of this project include: (1) increased access to CBRN intelligence through open-source data for in-field investigations; (2) increased regional capability to identify and respond to emerging threats and the deliberate use of CBRN weapons at the national and regional level; and (3) improved regional coordination mechanisms and interoperability to rapidly identify confirm and respond to deliberate biological incidents.
Progress & Results Achieved
Results achieved as of October 2020 include: (1) developed a database of internationally accepted best-practices related to investigating and reporting on CBRN incidents; (2) developed a smartphone app to support in-field investigation of deliberate outbreaks. 70% of pilot testing participants found the SuspectED App useful and contained relevant information on several areas. This includes identifying triggers and indicators for deliberate biological events; and (3) delivered a 3-day table-top exercise and scenario-based assessment to identify mechanisms for improved information sharing and cross-agency coordination within the health and security communities in the Association of Southeast Asian Nations (ASEAN) region.
