Project Description
This project aimed to strengthen the capabilities of the Organisation for the Prohibition of Chemical Weapons (OPCW) Rapid Response Assistance Mission (RRAM). This would enable the OPCW to deploy on short notice to assist States Parties affected by an incident of alleged use of chemical weapons by a non-state actor. Project activities included: (1) planning and delivery of a tabletop exercise on critical forensic investigation and crime scene training for OPCW inspectors; and (2) planning and delivery of 2 field exercises with technical experts for partner international organizations.
Expected Results
The expected outcome of this project includes strengthened coordination and communications by the OPCW States Parties and international organizations in their response to chemical or biological incidents.
Progress & Results Achieved
Results achieved as of June 2019 include: (1) conducted 2 field exercises in Romania and Serbia; (2) 12 individuals including inspectors verification officers and inspectorate staff received forensic training from the Institute for International Criminal Investigations in the Hague Netherlands; (3) held a tabletop exercise in The Hague Netherlands on ensuring interagency operability and coordinated communication in case of a chemical or biological attack with 27 representatives from 15 international agencies participating in the exercise; (4) 18 key recommendations to strengthen inter-agency cooperation and coordination identified; and (5) successfully held an inter-agency workshop in The Hague Netherlands with 17 individuals attending from 12 participating agencies.
