Project Description

This project is part of the Civilian Deployments Platform which provides Canadian experts to organizations to support increased peace security and stability. The project mainly focuses on women and girls in fragile and conflict-affected states. This project deploys Canadian delegations to the Organization for Security and Co-operation in Europe (OSCE) Parliamentary Assembly to monitor the 2019 presidential election in Ukraine. A delegation of eight parliamentarians and senators participates in an election observation mission. A second delegation monitors the second round of the 2019 presidential election. The mission deploys at the invitation of the Government of Ukraine under commitments made by all OSCE participating states.

Expected Results

The expected outcomes for this project include: 1) contributed to stability during the ongoing transition process by building the confidence of Ukrainian citizens in their electoral processes and institutions; 2) identified any shortcomings in the presidential election process to be addressed ahead of the parliamentary elections; and 3) positioned Canada as a principled and respected player in the strengthening of democracy and electoral processes.

Progress & Results Achieved

Results achieved as of the end of project (April 2019) include: 1) supported Canadian delegates to witness between 15 and 20 polling stations each during every round including the opening and the closing of stations; 2) provided support leading to positive assessments for the opening of polling stations and voting process in the majority of polling stations observed; and 3) provided support leading to a marked improvement in the conduct of the vote count and tabulation of the results in the second round. The deployment of a Canadian delegation to the OSCE Parliamentary Assembly achieved the expected results.
