Project Description

This project aims to improve statistical capacity in developing countries and to reinforce results-based management as a way to increase development effectiveness and to monitor the UN-led 2030 Agenda Sustainable Development Goals. Statistics Canada has a long history of helping national statistical offices in developing countries build institutional statistical capacity and has built strong relationships with key international and multilateral partners including The Partnership in Statistics for Development in the 21st Century (PARIS21). The administrative arrangement allows Statistics Canada to dedicate resources to engage on PARIS21-related activities coordinate on projects as required and take part in technical assistance missions.

Expected Results

The expected results of Statistics Canada’s support to PARIS21 is the enhanced capacity of statistical authorities in participating countries and regions to generate an accountable and transparent system of official statistics to support decision-making processes

Progress & Results Achieved

Results achieved as of the end of the project (March 2019) include: (1) the capacity of at least 39 country and regional statistical authorities to generate an accountable and transparent system of official statistics was enhanced; (2) 67% of participating countries and/or regions reported incorporating the UN fundamental principles of Official Statistics (UNFPOS) in corporate planning documents; (3) 44% of participating countries and/or regions reported incorporating the UNFPOS in National and Regional Statistical Development Strategies (NSDS); (4) following their participation in the Data Quality workshop in November 2018 Latin America’s National Statistical Offices (NSO) and Regional Organizations expressed interest in received Statistics Canada’s support in the development of quality assurance tools and guides; (5) 20% of NSOs who took part in the first workshop and 36% of NSOs who took part in the second workshop adopted or were in the process of adopting a data quality assurance framework; (6) through assisting in developing the “Cadre d’assurance de la qualité” an improved governance strategy in collaboration with AFRISTAT and PARIS21. This strategy lists and presents the most important considerations and actions to improve and maintain statistical governance mechanisms such as statistical law sound institutional settings coordination mechanisms; and (7) Statistic Canada’s role as Chair of the PARIS21 NSDS Guidelines Expert Reference Group helped contribute to the promotion and development of sound governance strategies in developing countries.
