Project Description
This initiative is a key element of the assistance provided by Canada to contribute to Mali reaching its development goals in the health sector particularly in improving maternal newborn and child health. It mainly aims to support the Ministry of Health of Mali in implementing is Ten-Year Health and Social Development Plan 2014-2023. As is the case for all budget support initiatives Canada is working closely with other donors and the Government of Mali to improve the emphasis on accountability transparency and effectiveness of national systems by increasing coordination and harmonization among donors and strengthening mutual accountability. Budgetary support also fosters greater policy dialogue between donors government and partners which helps to reinforce efforts to provide targeted and effective help and get results from long-term development. Monitoring and continuous evaluation of this initiative are made in conjunction with other donors.
Expected Results
Expected results for this project include an improved access to quality health services mainly for women and children.
Progress & Results Achieved
The results achieved as of March 2016 by the Health Sector Budgetary Support Project-A035434 designed to improve the health of the populations of Mali under PRODESS III have helped to strengthen the care delivery system in Mali despite some remaining challenges such as insecurity health system governance and efficient use of human resources. All macroeconomic and sectoral triggers contained in the specific arrangement have achieved their targets. As far as performance indicators go though not all targets have been fully achieved advances were noted in 2014. The analysis of performance indicators as defined in the specific arrangement shows that progress has been made in 11 out of 16 or 69%: for example the proportion of community health centres (CHCs) with at least one physician rose from 27.44% in 2013 to 30.2% in 2014 while the rate of births attended by qualified personnel (physician midwife or nurse) reached 30.2% in 2014 up from 26.5% in 2013; and the Penta 3 coverage rate went from 89% in 2013 to 99% in 2014. All provisions for follow-up and dialogue with partners have been implemented including the Monitoring Committee Technical Committee and Steering Committee.
