Project Description
The project seeks to improve the enjoyment of civic rights for rights-holders globally and in Belarus. This includes ensuring that vulnerable and marginalized populations including diverse groups of women can exercise their right to participate in democratic processes and public dialogue. Project activities include: (1) tracking measuring analyzing and advocating against using internet shutdowns especially in the lead-up to and during elections with support from the #KeepItOn coalition; (2) planning and promoting rights-respecting approaches that reinforce democratic practices and freedom of expression to content governance; and (3) building capacity and supporting advocacy to promote adopting and implementing robust data protection frameworks. It does so to safeguard internet users' privacy and personal data from theft manipulation and misuse.
Expected Results
The expected outcomes of this project include: (1) increased commitment transparency and accountability from government representatives intergovernmental bodies and courts. This ensures the civic engagement and meaningful participation of marginalized communities especially women and girls in democratic processes and public dialogue; (2) increased transparency accountability and respect for freedom of expression especially regarding issues of gender equality and marginalization from governments and private sector actors in proposing regulating or implementing content governance proposals; and (3) increased transparency accountability and commitment to data protection and privacy especially concerning non-discrimination from governments and private sector actors.
Progress & Results Achieved
The results achieved at the end of the project (November 2022) : (1) Benin’s April 11 2021 proceeded without any network interference or incident after sustained campaigning by Access Now and its #KeepItOn coalition partners; (2) modified European Union (EU) regulation 2021/784 that addresses the dissemination of terrorist content online. This amendment seeks to better align with content governance principles that respect human rights and recommendations advanced by the project. Ecuador also passed a dedicated data protection law following sustained input and campaigning by Access Now and its partners Association for Progressive Communications and Derechos Digitales; (3) successfully ensured or secured internet access for civil society and the public especially in the lead- up or during elections in 7 countries (including Russia and Belarus). This was through the advocacy efforts from Access Now its partners and the #KeepItOn Coalition; and (4) successfully tracked and advocated against internet shutdowns especially in the lead-up and during elections with the support of the #KeepItOn coalition. The actions taken by 21 public commitments expressed by governments intergovernmental bodies and court shows this It also includes the commitments from 260 active members of civil society groups with at least 10 members from Belarus and the broader Commonwealth of Independent States region.
