Project Description

This project aims to develop more responsive inclusive participatory and representative decision-making within government institutions in Myanmar. Project activities include: (1) advocating for the Union Electoral Commission (UEC) to advance reform efforts particularly those addressing observer recommendations and stakeholder concerns before the 2020 elections; (2) supporting the UEC’s Monitoring and Evaluation Working Group in implementing a robust monitoring strategy for their 2019 to 2022 strategic plan; (3) supporting the UEC to expand the reach and impact of its professional training program; (4) assisting the UEC to improve its data collection analysis and publication; (5) supporting the UEC to improve its outreach to expand inclusion efforts and incorporating recommendations from the post-election review; (6) supporting the UEC to expand its gender inclusion and women’s empowerment programming; and (7) supporting women leaders to take on formal roles in the elections and empowering women in rural communities with the skills and knowledge to become active in the 2020 elections.

Expected Results

The expected outcomes of this project include: (1) consolidated electoral framework in line with applicable international and regional best practices and local analysis; (2) increased the UEC’s capacity as an institution and enhanced its election officials’ ability to deliver credible and inclusive elections; and (3) provided greater access for voters in Myanmar to participate in and acquire knowledge of the electoral process particularly for marginalized groups such as women ethnic communities youth and persons with disabilities.

Progress & Results Achieved

Results achieved at the end of the project (March 2022) include: (1) increased voters in Myanmar’s access to participate in and acquire knowledge of the electoral process particularly marginalized groups such as women ethnic communities youth and persons with disabilities; (2) trained 1 284 women in the She Leads program exceeding the target of 500 women; (3) 1 484 persons with disabilities (50% women) engaged in civic and voter education activities exceeding the target of 300 persons; (4) published 7 reports including 4 on the impact of the coup and 3 on elections in Myanmar; (5) delivered stress management and resilience-building training and train-the-trainers sessions to partners in the immediate aftermath of the military coup to support and prevent burnout among civil society and civic leaders; and (6) designed and delivered a modified Building Resources in Democracy Governance and Elections (BRIDGE) training on electoral systems with participants from civil society organisations working on electoral research and democratic reform.
