Project Description
This project provides funding to the International Atomic Energy Agency (IAEA) to enhance the capabilities and the knowledge of beneficiaries to improve computer security capabilities at nuclear facilities. This includes support for the prevention and detection of and response to computer security incidents that have the potential to either directly or indirectly affect nuclear safety and nuclear security. The IAEA will award up to four research contracts to organizations in Latin America and the Caribbean to help develop and revise IAEA Nuclear Security Series publications.
Expected Results
The expected outcomes of this project include: (1) implemented research in four areas of computer security incident and analysis as regards nuclear facilities: (a) computer security incident recognition and response for operators; (b) computer security incident response analysis and technology; (c) computer security information exchange; and (d) cyber-crime investigation; and (2) provided travel support for up to 30 research investigators to attend regional coordination meetings and for up to four research investigators to attend and present at a December 2016 Nuclear Security Conference.
Progress & Results Achieved
Results achieved as of the end of the project (March 2020) include: (1) developed a common research model or simulator to test nuclear power plants' hardware-in-the-loop to counter adversary actions and effects like sabotage or unauthorized shutdown that may be caused by cyber-attacks; and (2) supported the involvement of experts from 18 organizations from 13 beneficiary states in research activities that produced five publications and five presentations at international meetings including four regional coordination meetings.
