Project Description
This project is designed to enhance efficiency effectiveness and accountability in the management and use of public funds in order to accelerate the implementation of national development priorities leading to greater poverty reduction and sustainable economic growth in Bangladesh. This is an umbrella reform program in the area of public financial management. The program consists of three discreet projects corresponding to the implementation of core reform activities in budget preparation and execution internal and external audit and legislative oversight. It is a five-year program financed through a multi-donor trust fund administered by the World Bank.
Progress & Results Achieved
Results achieved as of March 2024 include: (1) strengthened financial management and governance structure increased human resources enhanced system operability and increased digitization. Also strengthened technical capacity of the program execution and coordination teams and the program implementation teams. This foundational infrastructure enabled the Government of Bangladesh to improve public financial management (PFM) outcomes; (2) improved the Finance Ministry’s use of budget policy planning tools. Also streamlined financial operations aligned with medium-term macroeconomic strategies; (3) integrated an electronic fund transfer system and automated revenue forms resulting in using resources more efficiently identifying cost-saving measures and enhancing transparency to reinforce the need for PFM reform; (4) implemented financial practices aligned with international standards fostering an improved environment to ensure compliance and promote best practices in auditing and financial accountability assessments; (5) improved evaluations addressing critical issues such as climate and gender responsiveness; and (6) enabled comprehensive reforms fostering efficiency transparency and accountability in operating state-owned enterprises and autonomous bodies.
