Project Description

The goal of the project is to strategically strengthen the next generation of Caribbean leaders to inspire and guide governance reforms and regional development in a gender and environment-sensitive manner. Institutional assessments more effective human resource policies technical assistance networking and sharing international best practices support regional institutions to develop world class leadership development programs. It also aims to work with Caribbean public sector institutions to identify and train potential leaders and to more effectively manage motivate and train their human resources. It is expected that senior public servants in the region demonstrate greater accountability cooperation and competence in handling complex regional challenges and built significant relationships with their Canadian and regional counterparts.

Expected Results

The expected intermediate outcomes for this project include: (1) trained leaders of national and regional public sector organisations influence their departments to effectively implement environment and gender-sensitive human resource management foster economic development and work towards regional integration; and (2) a Caribbean Centre of Leadership Excellence (CCLE) delivers a sustainable coordinated regional approach to gender-sensitive leadership and economic development consistent with global best practices.

Progress & Results Achieved

Results achieved as of July 2016 include: (1) leadership training was completed by 117 regional public sector leaders at the Permanent Secretary level;; (2) a regional leadership network has been created and advanced conversations are occurring with regional stakeholders on the sustainability of the project in preparation for the Caribbean Centre of Leadership Excellence; and (3) a region-wide survey was conducted to document the current environment for public sector leadership development which enabled the project to identify cultural systemic experiential and behavioural drivers and inhibitors of leadership development.. These results have contributed to establishing a sustainable leadership development program in the Caribbean that prepares public sector managers to more effectively contribute to regional integration gender equality and economic growth.
