Building international capacity to implement United Nations sanctions on North Korea

Results achieved at the end of the project (March 2022): (1) deployed 12 subject matter experts at five international events conferences and workshops and at two webinars to speak to 893 compliance officers about open-source resources available to professionals on North Korean sanctions evasion; (2) hosted three regional remote workshops for shipping registry officials on the obligation of ship registries to ensure compliance with relevant international sanctions regimes and common sanctions evasion tactics deployed by North Korea. The workshops collectively trained 43 registry officials and yielded a guidance handbook in both Spanish and English; (3) conducted five cybercrime webinars one side-event and one workshop for a total of 2 917 frontline operational and compliance officials from around the world; (4) delivered three virtual training engagements for Central Bank financial regulators and supervisors on counter-proliferation finance and cybersecurity designed. This is to curb North Korea’s ability to generate revenue for the WMD and missile programs; (5) delivered two engagements with interagency government stakeholders responsible for regulating trade maintaining national security and overseeing financial transactions in Jamaica and Trinidad and Tobago; (6) delivered a two-day remote capacity-building workshop on the implementation of UN sanctions on North Korea with compliance professionals in Latin America and a follow-on remote webinar; and (7) engaged ten grantees from Argentina India Indonesia Kenya Malaysia Mexico Nigeria South Africa Turkey and Ukraine to develop their subject matter knowledge and working skills implement individual grant projects at their home institutions and attend a capstone two-day workshop in Vienna Austria.
