Project Description

This project strengthens the implementation of UN Security Council Resolution (UNSCR) sanctions on North Korea in at-risk regions on counter-proliferation finance compliance and maritime anti-smuggling. Project activities include: convening training workshops on North Korean sanctions implementation for government and private sector experts from states in Central America Central Asia Francophone Africa Latin America and Southeast Asia.

Expected Results

The expected outcomes of this project include: (1) increased awareness and implementation of UNSCR sanctions on North Korea by beneficiaries through the provision of training to experts on the strategies and tactics used by North Korea to circumvent UN sanctions. This includes in the maritime and proliferation finance contexts; and (2) improved access by beneficiaries to tools resources and international best practices. This includes UN handbooks on sanctions implementation and case studies on how North Korea evades maritime and financial sanctions.

Progress & Results Achieved

Results achieved as of the end of the project (March 2023) include: (1) delivered a two-day workshop on UN Security Council Resolution (UNSCR) sanctions implementation on North Korea in Ulaanbaatar Mongolia in July 2022; (2) delivered a remote webinar on North Korean counter-proliferation finance targeting participants from Central Asia in October 2022 for financial officials from five Central Asian states; (3) developed a comprehensive UNSCR enforcement handbook with regional case studies in Mongolian and Russian; (4) delivered a three-day workshop on North Korean maritime sanctions evasion in Panama City Panama in October 2022 that was attended by port customs and coast guard officials from Panama and El Salvador; (5) developed a comprehensive UNSCR enforcement handbook with regional case studies relevant for Latin America; (6) delivered a two-day workshop on North Korean proliferation finance risks in Kuala Lumpur Malaysia in May 2022 that engaged central bank officials working in compliance roles at central banks in Malaysia Cambodia Laos Vietnam Nepal and the Philippines; (7) developed a comprehensive UNSCR-informed enforcement handbook with regional case studies relevant to the Southeast Asian region; (8) delivered a two-day workshop on DPRK proliferation finance risks in São Paulo Brazil in May 2022 for compliance professionals from the Central Bank of Brazil private financial institutions and other relevant financial advisory firms based in Brazil; and (9) delivered a two-day workshop on North Korean financial risks in Dakar Senegal in September 2022 that engaged public and private sector compliance professionals from 17 states in Francophone Africa.
