Project Description
This project aims to assist up to 15 countries in Africa Asia and Latin America to better meet their UN Security Council Resolution (UNSCR) 1540 obligations through the development of legal and regulatory frameworks on border security and strategic trade controls for chemical biological radiological and nuclear (CBRN) materials and equipment. Project activities include: (1) developing control list frameworks and omnibus strategic trade legislation to criminalize the proliferation of CBRN materials; (2) developing UNSCR 1540 national action plans and border security management strategies; and (3) delivering commodity identification training and strategic trade control enforcement programming in beneficiary states.
Expected Results
The expected outcomes of this project include: (1) strengthened implementation of strategic trade controls advanced commodity identification training and effective border security management policy; and (2) enhanced inter-agency cooperation related to strategic trade controls at the national and international levels.
Progress & Results Achieved
Results achieved as of March 2023 include: (1) conducted national audits in 5 beneficiary states to determine existing capacity gaps; (2) initiated functional programs to strengthen biosecurity in 3 beneficiary member states in East Africa the Southern African Development Community and South East Asia; and (3) established interagency border security coordinating groups in Zambia and Zimbabwe.
