Project Description
This project supports the International Criminal Police Organization (INTERPOL) in the delivery of the tabletop exercise “Operation STONE” (Stop Trafficking of Nuclear Elements) by providing technical support from subject matter experts of the Royal Canadian Mounted Police to a counter-nuclear smuggling capacity in the Caribbean. It aims to strengthen national capacities in the Bahamas Jamaica and Panama to detect and respond to security incidents involving nuclear or radiological materials. Project activities include: (1) delivering training to law enforcement customs nuclear regulators and other stakeholder agencies; and (2) facilitating national efforts to establish inter-agency working groups to better prepare for a possible security incident involving nuclear or radiological materials.
Expected Results
The expected outcome of this project is greater awareness and increased preparedness by stakeholder agencies of Panama Jamaica and the Bahamas of the threat presented by the illicit trafficking of nuclear or radiological materials through these major seaport countries.
Progress & Results Achieved
Results achieved as of the end of the project (April 2020) include: (1) training delivered to 338 personnel of stakeholder agencies in the Bahamas Jamaica and Panama of which 96% reported an increase in knowledge; and (2) the Bahamas Jamaica and Panama have each established a national strategic-level working group. The group will to develop and implement joint protocols and interagency response plans for security incidents involving nuclear or radiological materials.
