Project Description
This project aims to assist in the formation of a representative effective Transitional Legislative Council (TLC) within the Sudanese government that ensures the participation of a wide variety of interests and minority groups. According to the August 2019 Constitutional Declaration to form Sudan's Transitional Government the TLC should be a broad-based and democratic institution. However the formation of the TLC has been delayed due to political tensions. The Parliamentary Centre is well-placed to respond to a direct request to Canada from the Sudanese Prime Minister’s Office for assistance with the formation of the TLC. Project activities include: (1) completing a conflict gender and political assessment of the needs required to form the TLC; (2) producing a roadmap for its effective operation; (3) facilitating political dialogue workshops for democratic actors to prepare them for their roles as potential TLC legislators; (4) convening civil society dialogue forums; (5) facilitating knowledge exchanges between political actors and members of other national parliaments; and (6) advocating for and supporting the role of women in TLC leadership positions.
Expected Results
The expected outcomes for this project include: (1) facilitated a transparent and inclusive process to establish the TLC; (2) identified institutional needs for the effective operation of the TLC; (3) supported new Sudanese political actors who are likely to form the TLC; (4) enhanced knowledge and skills of men and women actors from civil society and ex-combatant groups to participate in the interim legislative body; (5) enhanced awareness of the added value of women from diverse groups as participants in political dialogue and peace processes; and (6) enhanced knowledge and skills of women from diverse groups to advocate for gender equality principles in Sudan’s new constitution and governance structures.
