Project Description
This project supports the Organization of American States’ Mission to Support the Peace Process in Colombia (MAPP) in carrying out its mandate to observe report on and support peacebuilding in Colombia. Project activities include: (1) monitoring reporting on and providing recommendations to authorities on the conflict dynamics in the territories in which the MAPP operates and the impact of conflict on local communities including ethnic communities women and girls; (2) providing accompaniment to state and civil society-led peacebuilding activities related to truth and reparations victim participation (including through a different lens that includes women) land restitution accountability/judicial matters and detainees; (3) facilitating coordination between peacebuilding stakeholders including rural conflict-affected communities and the state and (4) supporting the Truth Commission in promoting culturally appropriate activities for ethnic women in the context of the Truth Commission’s mandate.
Expected Results
The expected outcomes of the project include: (1) improved actions taken by authorities and civil society for greater effectiveness in addressing the root causes of conflict and spoilers to peace in conflict-affected regions; (2) enhanced understanding by state authorities of the conditions and conflict dynamics in the regions where the MAPP operates; (3) increased access for civil society organizations and victims including women and girls of different ethnicities to truth reconciliation justice and other peacebuilding processes; and (4) strengthened trust between conflict-affected communities civil society and the state.
Progress & Results Achieved
Results achieved as of December 2021 include : (1) 35 Colombian women increased their leadership skills and abilities to participate in senior positions in the public service; (2) increased capacity of local civil society and survivors of the conflict to document cases of sexual and gender-based violence for present to the Special Jurisdiction for Peace; (3) increased understanding by Colombian authorities on risks faced by rural communities including Indigenous populations in giving urgency to protection measures and actions; (4) increased recognition by authorities of the range of gender and prejudice-based violence during the conflict; (5) improved communications awareness and solidarity by Indigenous Wayuu and Afro-Colombian women on commonalities of conflict-related experiences. This was made possible through joint testimony gathering exercises supported by the Mission to Support the Peace Process (MAPP) and the Truth Commission; (6) improved culturally and gender-appropriate processes adopted by the Truth Commission to work with ethnic victims of the conflict; and (7) increased knowledge and understanding of risk scenarios by authorities complimenting early warning emissions.
