Project Description
This project addresses the adverse impact that some United Nations sanctions regimes could have on humanitarian action. It does this by examining the difficulties faced by humanitarian actors when trying to effectively deliver assistance in areas where the United Nations al Qaeda and Daesh sanctions regime applies while also identifying concrete solutions for the United Nations Security Council to address these problems. Project activities include: (1) facilitating a closed-door multi-stakeholder dialogue; (2) conducting interviews with humanitarian and sanctions-related stakeholders; and (3) developing a concrete set of recommendations to reduce the impact of the United Nations al Qaeda and Daesh sanctions regime on humanitarian action including the impact of these sanctions on women and girls.
Expected Results
The expected outcome for this project is improved United Nations decisions and programming on counter-terrorism sanctions measures particularly concerning international humanitarian action.
Progress & Results Achieved
Results achieved as of the end of the project (April 2021) include: (1) enhanced understanding of the difficulties faced by humanitarian actors in effectively delivering assistance in areas where the al Qaeda and Daesh sanctions regime applies; and (2)100% of surveyed participants at the multi-stakeholder dialogue indicated that it was helpful in their work and will positively impact future thinking and decision-making on the subject matter.
