Project Description

This project aims to strengthen the universalization and effective national implementation of the Anti-Personnel Mine Ban Convention (APMBC) also known as the Ottawa Treaty and the Convention on Cluster Munitions (CCM). Project activities include: (1) supporting the work of the Conventions’ implementation support units to organize and convene annual meetings of States Parties; (2) supporting State Parties in the development of national mine action plans; (3) developing baseline gender assessments for mine-affected states; and (4) organizing and delivering workshops on establishing a gender-focused community of practice in conventional arms control.

Expected Results

The expected outcomes for this project include: (1) strengthened national mine action plans in support of the Ottawa Treaty’s Landmine Free 2025 initiative; (2) improved capacity for the Conventions’ present and incoming presidents to implement their respective mandates; and (3) improved national capacity on gender and diversity in mine action.

Progress & Results Achieved

Results achieved by the Geneva International Centre for Humanitarian Demining through the support of the Government of Canada and other international donors as of the end of the project (December 2021) include: (1) the development of a National Mine Action Strategy for Iraq; (2) an Information Management System for Mine Action was developed and deployed and is now in use by 28 mine-affected countries; (3) an e-learning course on gender and diversity in mine action was developed and is now available in English Arabic Spanish and Ukrainian. This training has now been successfully completed by 1 952 learners; (4) 44 mine clearance and victim assistance experts from resource-challenged countries were able to participate in meetings of the Anti-Personnel Mine Ban Convention (APMBC) enabling them to provide relevant oral updates on national demining progress victim assistance and other areas of implementation of the Convention. A further 17 national experts were able to participate in meetings of the Convention on Cluster Munitions (CCM); and (5) support and advice were provided to the Presidents and Committees of the APMBC and CCM in order to advance the implementation of their respective mandates including the development of annual work plans and the establishment of key objectives.
