Project Description
This project aims to produce a national clean energy action plan for Haiti focused on restructuring the energy sector for households and small businesses and replacing or reducing the use of wood and charcoal. Project activities include: (1) identifying solutions and approaches to supply and demand and identifying updates to the current regulatory framework; (2) identifying the multi-donor trust fund structure needed to finance this global strategy and key stakeholders including within the Government of Haiti civil society the private sector and the international community.
Expected Results
The expected outcomes for this project include: (1) completed a comprehensive analysis of business demand household demand the supply of energy alternatives and the regulatory environment to support transformation at the national level; and (2) proposed action plan and recommendations creating a multi-donor fund to finance the implementation of this transformation which directly affects nine million Haitians who use wood or charcoal as a source of energy for cooking daily.
Progress & Results Achieved
Results achieved as of the end of project (September 2017) include: (1) established the Clean Power Plan. This document is the ultimate outcome of the project and compromises two sections: the first describing the impact of traditional cooking methods market development challenges opportunities and lessons learned and the second contains the strategy and recommendations to boost the market; (2) collected baseline data and analyzed the state of play; (3) identified issues related to the production distribution and adoption of stoves and assessed the current market; (4) ensured the market recommendations and strategies for the sector are well represented; (5) completed a promotion which engages with the Haitian public sector small and medium-sized enterprises using wood and charcoal investors women’s cooperatives researchers and civil society; (6) developed a costed business plan; (7) supported policies and regulations on the markets for ovens and energies and ensured they are identified by the Haitian government and the organization; and (8) identified and recommended financing mechanisms for market transformation.
