Project Description

This project aims to increase awareness and understanding of the criminal justice obligations set forth under United Nations Security Council (UNSC) Resolution 2178 amongst policy and lawmakers and senior criminal justice officials from each of the ten ASEAN countries. Project activities include: (1) delivering a 2-day regional conference to provide a forum for policy lawmakers and criminal justice officials; and (2) gathering and compiling baseline information to produce a conference report to compile main findings to be distributed to participants on the implementation of UNSC Resolution 2178 and other UNSC Counter-Terrorism Resolutions.

Expected Results

The expected outcome of this project includes increased motivation by policy and law makers of Southeast Asian countries to implement criminalization provisions under the United Nations Security Council (UNSC) Resolution 2178 and other relevant UNSC Resolutions.

Progress & Results Achieved

Results achieved at the end of the project (September 2015) include: (1) enhanced the awareness and knowledge of Southeast Asian countries of the threat posed by foreign terrorist fighters (FTF) and the UN frameworks particularly UN Security Council Resolution (UNSCR) 2178 to address the situation; and (2) identified strengths and weaknesses in the legislative and criminal justice systems of Southeast Asian countries in combating traditional and emerging terrorist threats associated with FTF. Delegations from Southeast Asia expressed that the conference was highly useful as it provided a greater awareness on FTF and helped identify the priority areas for their work. The region demonstrated strong political will and mutual recognition on the need to strengthen their counter-terrorism legislations and capabilities. The outcome of the conference form the basis of a long-term technical assistance program. The implementation of this project is successfully executed upon the conclusion of the Regional Conference on “Effective Responses to the Foreign Terrorist Fighters Situation in Southeast Asia.”
