Project Description

This project aims to mitigate terrorism proliferation by helping to strengthen the operational capacities of the Nigerian Border Police along the Nigerian-Libyan border. Project activities include: (1) supporting the delivery of a mobile police border post to the Nigerian Border Police; (2) providing training to 20 border police officers and creating a manual on procedures at borders in Niger; and (3) conducting a joint mission between the International Organization for Migration staff and Nigerian Authorities from the Ministry of the Interior Nigerian National Police and local authorities from across the region to discuss issues relating to the migration phenomenon in Niger and the Sahel communication between central and local authorities and corruption.

Expected Results

The expected outcomes for this project include: (1) police performances in identifying suspected criminals and terrorists increases allowing Niger borders to be safer initiating the decrease of terrorism mitigating migrants’ smuggling and participating to eradication of arms transit between Libya and Niger and (2) Nigerian authorities have an advanced knowledge and presence at the Libyan border area allowing them to adapt their response/ actions in the areas of counter-terrorism crimes and support for migrants in distress.

Progress & Results Achieved

Results achieved as of December 2018 include: (1) authorities in Northern Niger were provided with an enhanced knowledge of the region and the migration context allowing for better coordination and ability to deal with incidents they encounter; (2) training was provided and conducted for the Nigerian Security and Defense Forces of which 80% of trained officers are aware of the current migration context and security threats while 60% of local authorities in Dirkou now have an understanding of the regional context; and (3) through the training activities conducted 31 officers are now able to identify suspected criminals and terrorists at the Nigerian-Libyan border.
