Project Description
This project supports the initiative created by the Terrorism Prevention Branch (TPB) of the United Nations Office of Drugs and Crime (UNODC) which aims to build upon and complement ongoing UNODC/TPB cooperation with Member States from the MENA region. This initiative works to develop an effective and sustainable legal regime against Foreign Terrorist Fighters (FTFs) embedded in the rule of law due process and human rights. Project activities include: (1) facilitating specialized national workshops in Egypt Iraq and Lebanon entitled “prevention and countering the financing of terrorism in the context of FTF: investigations and prosecution”; and (2) facilitating two sub-regional workshops entitled “enhancing judicial and operational cooperation to counter the FTF threat”. The project expects to directly benefit officials from across the criminal justice system that deal with counter-terrorism issues including judges prosecutors police forces and others.
Expected Results
The expected outcomes for this project include: (1) enhanced capacity of beneficiary states for regional and international cooperation related to FTFs; and (2) increased knowledge of training participants on various themes including: universal frameworks on the prevention of terrorism financing the importance of operational cooperation and regional and international
Progress & Results Achieved
Results achieved as of July 2017 include: (1) specialized national training workshops were held in Egypt and Lebanon providing expertise and training to criminal justice and law enforcement officers including 37 from Egypt 36 from Lebanon and 18 from Iraq. These training workshops provided these representatives with knowledge and expertise on issues such as the investigation prosecution and adjudication of crimes relating to terrorism and the financing of FTFs; and (2) two sub-regional workshops were held in order to strengthen regional cooperation in FTF related cases each of which brought together 30 criminal justice and law enforcement officials from key counter-terrorism institutions from beneficiary states. These sub-regional trainings allowed participants to discuss the different aspects of regional and international cooperation in terrorism cases particularly FTF cases while also providing them with knowledge of the international legal instruments against terrorism.
