Project Description
The UN Multi-Partner Trust Fund for Post-Conflict in Colombia (MPTF) was launched in 2016 in order to support the implementation of the Peace Accord between the Government of Colombia and the Revolutionary Armed Forces of Colombia (FARC). Projects funded by the MPTF are delivered by civil society multilateral organizations and government authorities. Canadian funding aims to support the following MPTF thematic programming priorities: (1) Stabilization: strengthening state presence and capacity in municipalities most impacted by the conflict with the objective of bringing the state to areas where it has been historically absent reducing inequalities and strengthening security; (2) Victims and Transitional Justice: providing support to authorities in providing collective reparation for victims by increasing knowledge and capacities to address the differential impacts that the conflict has had on victims due to gender age and ethnicity; and (3) Communications: effectively communicate on a continual basis on the advances made in implementation of the agreement in order to counter destabilizing messages and promote a culture of peace and reconciliation.
Expected Results
The expected outcomes for this project include: (1) increased government presence and capacity to strengthen security and reduce inequalities in 16 regions in Colombia prioritized by the Regional Transformation Action Plan (RTAP); (2) increased level of meaningful participation by women (numbers and roles) in MPTF-funded initiatives; and (3) increased confidence on the part of local communities and individuals most impacted by the conflict that further peace implementation will improve security and living conditions.
Progress & Results Achieved
Results achieved as of the end of the project (December 2022) include: (1) funded 267 projects in stabilization reintegration victims and transitional justice and communications. 42 of these projects aimed at increasing gender equality in these areas; (2) stabilization projects supported the reactivation of territorial working groups on security guarantees and the creation of advocacy plans and agendas for strengthening participation in the relevant regions. These projects also increased communication with authorities and developed follow-up mechanisms on public policies; (3) strengthened 26 public institutions to provide inclusive and responsive public service delivery; (4) 36 women’s organizations directly received Multi-Partner Trust Fund (MPTF) funding to implement gender-sensitive peacebuilding projects; (5) cleared 132.547 square meters of land with explosive remnants of war; and (6) programming funds in the victims and transitional justice sphere strengthened the presence of transitional justice institutions in some territories. MPTF projects increased the interaction between the transitional justice mechanism and other national institutions with human rights mandates. These projects also strengthened the capacity for victims and victims’ organizations to access participate in and contribute to the transitional justice mechanism. This increased the mechanism’s ability to protect and guarantee victims’ rights and ensure accountability for conflict-related crimes.
