Project Description
Since 2005 Canada has been supporting the Organization of American States’ Mission to Support the Peace Process in Colombia (MAPP/OAS). Canada aims to continue this funding to the MAPP/OAS as it supports and monitors the Government of Colombia’s development of tools and institutional frameworks for reintegration transitional justice and reparation for victims reconciliation and land restitution and ensuring the credibility impartiality and effectiveness of these processes. The MAPP has unparalleled access to actors on all sides of the conflict and field presence in conflict-affected areas. In some remote regions of Colombia the MAPP is the only entity not perceived by the local population as linked to one or the other side of the conflict. Thus it plays a crucial bridging messenger and liaising role at the local level among communities government officials local organizations demobilized individuals and victims of the conflict. The MAPP also promotes social reconciliation and public outreach on human rights prevention of recruitment into armed groups humanitarian law and peacebuilding.
Expected Results
The expected outcomes for this project include: (1) increased effectiveness of the Government of Colombia’s reparation process policies with a special focus on prioritized cases including women; (2) increased effectiveness of Government of Colombia’s implementation of the Transitional Justice Process including increased access to women; and (3) increased effectiveness of the Government of Colombia’s decision-making process especially where communities have been affected by armed and social conflict.
Progress & Results Achieved
Results achieved as of December 2020 include: (1) improved public information on accessing the transitional mechanism for victims of the Colombian conflict with the Revolutionary Armed Forces of Colombia (FARC) who reside in-country or abroad; (2) more ethnically-sensitive investigative approaches adopted by the Special Jurisdiction for Peace’s (JEP) Investigation and Prosecution Unit; (3) increased access for the JEP in conflict-affected departments with high incidences of child recruitment in the armed conflict leading to increased participation of victims in a legal case concerning the recruitment and use of children and adolescents in the armed conflict; (4) improved conflict-sensitive processes adopted by the Illicit Crop Substitution Program through the implementation of tailored approaches to negotiating crop substitution plans at local levels; and (5) improved awareness among national and local institutions working on peace-building and the implementation of the Peace Agreement of conflict dynamics and the impacts of the conflict on women girls boys and men from conflict-affected regions where the project operates.
