Project Description
March 2020 - An estimated 3.4 million people require humanitarian assistance due to the conflict in Eastern Ukraine with women and the elderly bearing the brunt of the ongoing hostilities. The majority of people in need are located in the non-government controlled areas where access is challenging. Some 1.5 million people remain displaced and an average of 1.1 million people cross the contact line each month to access essential services. Protection is a key concern with daily shelling significant mine contamination and indiscriminate attacks on essential civilian infrastructure. With GAC’s support the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) managed Ukraine Humanitarian Pooled Fund channels resources to humanitarian partners to respond to the critical needs of conflict-affected populations. Project activities include: (1) providing needs-based assistance in line with priorities identified in the Humanitarian Response Plan; (2) strengthening partnerships with local and international non-governmental organizations; and (3) delivering humanitarian assistance in hard-to-reach areas focusing particularly on non-government controlled areas and the contact line.
Expected Results
The expected outcomes for this project include: (1) increased alignment of funding to areas of operational priority in line with the Humanitarian Response Plan; (2) increased operational response capacity and coverage through a diversity of partnerships with non-government organizations; and (3) improved timeliness effectiveness and efficiency in implementing life-saving activities in Ukraine. The expected ultimate outcome is lives saved suffering alleviated and human dignity maintained in countries experiencing humanitarian crisis or that are facing acute food insecurity.
