Project Description
The project aims to contribute to Dominica’s vision to be the world’s “First Climate Resilient Nation” by making Dominica’s people infrastructure and systems more resilient to climate-related and natural disasters so they can recover more quickly following disasters. It support the Climate Resilience Execution Agency of Dominica (CREAD)’s operations allowing it to: 1) support the implementation of key Government of Dominica recovery and reconstruction projects; and 2) provide technical assistance to transform systems and build capacity in the civil service so that Dominica is able to manage recovery from future disaster events more effectively.
Expected Results
The expected outcomes of the project include: (1) timely and cost effective delivery of priority gender-sensitive reconstruction and recovery projects following Hurricane Maria; and (2) more effective gender-sensitive disaster response and recovery systems in Dominica.
Progress & Results Achieved
Results achieved at the end of the project (March 2024): (1) set indicators for the Climate Resilience and Recovery Plan to inform policy and decisions; (2) reviewed institutional frameworks in the public service to align with the Plan; (3) assessed regulations strategies plans and legislation to see if they support the climate resilience goals; (4) provided project management support for constructing emergency shelters at Jimmit and Castle Bruce completing them ahead of time and on budget; (5) restored 5 primary schools; (6) took over the housing recovery project management after facing implementation challenges; (7) supported other major capital projects with budget procurement contract supervision and delivery problems including a Canada-funded shelter in the Kalinago territory; (8) secured funding to review existing housing and design a government-led home strengthening project; (9) established the Major Capital Projects Unit and Climate Resilient Execution Unit within the Ministry of Finance Economic Development Climate Resilience and Social Security; (10) developed 32 disaster management plans for vulnerable communities covering more than one-third of the population; (11) developed and delivered a development management course to 95 public officers (72 women and 32 men); (12) developed micro small and medium-sized enterprises database and created 6 Business Management training modules to strengthen the economy; (13) rolled out the flexible hurricane protection insurance product; (14) facilitated development of a vision for the north using geothermal energy to power new green industries and established partnerships to move it forward; (15) secured support for the Global Centre for Agricultural Resilience; (16) established partnerships that led to the world’s first Sperm Whale sanctuary and whale language research; and (17) created a documentary about Dominica’s resilience journey.
