Project Description
This grant represents Canada’s institutional support to the Global Partnership for Education (GPE). The GPE uses these funds along with other donors’ funding to achieve its mandate. The GPE is the main multilateral funding mechanism focused on basic education in developing countries. It aims to mobilize global and national efforts to contribute to the achievement of equitable quality education and learning for all through inclusive partnership with a focus on effective and efficient education systems and increased financing. The GPE’s strategic goals include: improved and more equitable learning outcomes; increased equity gender equality and inclusion; and effective and efficient education systems. It provides a platform for coordination among bilateral donors developing countries multilateral institutions and civil society organizations. The GPE also fosters mutual accountability shares knowledge about best practices and encourages transparency at all levels. Some program activities include: (1) providing country-level funding to increase children’s access to education; (2) supporting education sector plans that focus on increasing the quality of teaching and the number of qualified teachers; (3) providing appropriate reading materials to children; and (4) assessing the volume of financing to education at the global and country levels.
Expected Results
The expected outcomes as stated by the Global Partnership for Education (GPE) project include: (1) strengthen education sector planning and policy implementation at the country level; (2) support mutual accountability through effective and inclusive sector policy dialogue and monitoring at the country level; (3) GPE financing efficiently and effectively supports the implementation of sector plans focused on improved equity efficiency and learning at the country level; (4) mobilize more and better financing at the global level; and (5) build a stronger partnership at the global level.
Progress & Results Achieved
Results achieved as of the end of the project (December 2021) include: (1) 91% of Global Partnership for Education (GPE)development partner countries who received GPE grants had education sector plans in place that met quality standards including 77% that focused on quality teaching and learning strategies 77% had equity strategies and 77% had improved efficiency strategies that met quality standards; (2) 88% of joint sector reviews met quality standards and civil society and teachers were represented in 66% of local education groups; (3) 89% of grants went to education management information system and learning assessment system and 92% of countries who received GPE grants addressed issues related to domestic financing for education. Of these 68% of GPE developing partner countries have dedicated more than 20% of public spending on education; and (4) 71% of GPE donors have increased or maintained their education funding.
