Project Description
This project aims to increase the influence of citizens and women leaders at the local level in the management of communal affairs. It aims to build the capacity of at least 300 elected women and local leaders involved in municipal politics. In addition the project contributes to the development of inclusive municipal policies and services for women and girls that have an impact on women and girls and vulnerable groups such as women and youth in marginalized areas. The activities of this project include: 1) implementing training programs for elected men and women to recognize and support women’s leadership; 2) carry out a study of civil society in targeted municipalities for the development of gender-sensitive public services; 3) raise awareness among government bodies and the National Federation of Tunisian Cities (FNVT) of the gender equality aspect in the management of local affairs. The project is helping to raise awareness of women ' s leadership and participation among some 7 206 electoral advisers including 3 500 women. Eight municipalities are targeted by the project with a population of approximately 350 000 inhabitants half of whom are women.
Expected Results
The expected results of this project include: 1) improved interventions by women in targeted municipalities for more gender-sensitive and inclusive public service delivery for women and girls; 2) the institutionalization of good practices regarding women’s participation in local governance by government bodies and FNVT.
Progress & Results Achieved
Results achieved as of March 2023 include: (1) prepared and launched a Tunisian Charter on the Right to the City and put in place a social contract to promote sustainable safe and inclusive cities. This represents a first in Arab countries; (2) reviewed and adopted 49 recommendations integrating gender by the municipal council; (3) created 20 inclusive and gender-specific services in the eight partner municipalities. Thirty-five more are under development involving public spaces a public market a kindergarten a public beach etc; (4) engaged with 45 civil society organizations in the implementation of pilot projects as well as in other gender equality initiatives; (5) trained and carried out various workshops for the benefit of 1 498 people reached by the project including 1 215 women and 283 men; (6) carried out training on gender and inclusive approaches for 706 people including 706 women and 202 men from municipal councils municipal administration and civil society; (7) established four municipal children's councils by the communes. These councils are being supported as they draw up their first action plans; (8) founded the Tunisian Elected Women's Network whose membership reached 1 000 by the end of the project; (9) trained and supported 51 women leaders involved in their communities and associations through the program; (10) finalized seven pilot projects. Several of these meet women's needs for places to meet and relax; (11) strengthened the National Federation of Tunisian Communes to adopt gender mainstreaming measures. These include a guide to inclusive communication and gendered action plans; (12) significantly increased and mobilized the membership of the National Committee for the Promotion of Equality between Women and Men in the Management of Local Affairs.
