Project Description
This grant represents Canada’s long-term institutional support to the Organisation for Economic Co-operation and Development’s Program of Work and Budget (OECD-PWB). The OECD uses this fund along with other donors funding to achieve the operational and strategic activities of the Development Assistance Committee (OECD-DAC) a leading international forum of major funders of development cooperation. The OECD-DAC’s activities include: (1) reporting an analysis of financing for development; (2) conducting peer reviews of development cooperation programs; (3) developing guidelines standards and policies on good development practices including gender equality to enhance the quality and effectiveness of development cooperation; and (4) strengthening partnerships with key donors to prioritize and address key international development issues. Canada’s support to OECD-DAC contributes to promoting coordinated innovative international action to accelerate progress towards the Sustainable Development Goals (SDGs) in developing countries and improve their financing.
Expected Results
The expected outcomes as stated by OECD-DAC include: (1) increased financing for sustainable development results; (2) more effective development cooperation through knowledge sharing and evidence including DAC Peer Reviews (Canada was reviewed in 2018) and the annual Development Cooperation Report; (3) more effective development policies and dialogue for sustainable development (e.g. DAC Network on Gender Equality); and (4) strengthened global partnerships to achieve the 2030 Agenda e.g. the Global Partnership for Effective Development Cooperation (GPEDC). The expected ultimate outcome of Global Affairs Canada’s development assistance is the eradication of poverty and a more peaceful more inclusive and more prosperous world.
Progress & Results Achieved
Results achieved as of the end of the project (December 2020) by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (OECD-DAC) through the support of the Government of Canada and other international donors include: (1) adopted new recommendations on ending sexual exploitation abuse and harassment in development cooperation and humanitarian assistance and on the humanitarian-development-peace nexus and revised the DAC recommendation on untying official development assistance; (2) convened members and guests to the OECD-DAC 2019 Senior Level Meeting. They reviewed recent recommendations total official support for sustainable development and innovative finance. The OECD-DAC 2020 High Level Meeting covered topics such as: financing for development during COVID-19 building back better and greener delivering development better and improved engagement with broader development stakeholders. Stakeholders include NGOs multilateral agencies partner countries and emerging donors; and (3) published several guidance papers and reports. Topics covered: transition finance multilateral development finance Small Islands Developing States governance innovation foresight civil society engagement decentralized development finance debt gender environment data and evaluations forced displacement. Also developed twenty-one COVID-19 policy responses to support Members’ efforts to address the crisis in developing countries.
