Project Description

The project aims to improve the security and access to justice services in communities in Syria. It seeks to develop the capacity of both communities and security and justice service providers including community-based unarmed security actors known as the Free Syrian Police to design and deliver services that respond to the population's safety and security needs. Project activities include: (1) providing training on policing that respects communities and individuals; (2) providing monthly stipends and uniforms to police officers; (3) rehabilitating and providing equipment for police stations; and (4) providing local civil registry administrations with equipment and funding to issue legal documents such as birth and death certificates land registry and property ownership documentation.

Expected Results

The expected outcomes for this project include: moderate civilian security and justice actors in Syria are better able to serve their communities and help to prepare Syrians for transition by setting the conditions for inclusive and locally accountable governance.

Progress & Results Achieved

Results achieved as of the end of the project (March 2018) include: (1) 572 out of 626 of respondents over the project reported that the presence of the Free Syrian Police made their community safer; and (2) 2 847 Free Syrian Police Officers (of which 152 were women officers) were supported with equipment and stipends.
