Project Description
Open data – information from governments and other institutions made accessible to all - is becoming a major driver for social change innovation and development contributing to increasing trust in institutions more transparent and accountable governance more innovative economies more effective service delivery and more engaged citizens. Through the Open Data for Development (OD4D) Program Canada seeks to scale innovative approaches to help realize the full potential of open data to transform governments civil society and business to empower women and girls and to ensure benefits for citizens in developing countries. OD4D supports a coordinated network of initiatives and institutions around the world whose activities include providing training for civil society and government officials; evaluating the impact of open data; creating regional peer networks; and supporting governments to plan and implement open data policies. This second phase of OD4D will bring a particular focus to women empowerment and to capacity building in francophone Africa the region most lagging in terms of open data access and use.
Expected Results
The expected intermediate outcomes for this project include: 1) new evidence on the link between gender empowerment transparency participation and development outcomes; 2) stronger Southern women's voices in the open government movement; 3) greater capacity in francophone Africa to develop and implement open data policies; 4) greater geographic coverage and cross-country benchmarking on open data issues.
Progress & Results Achieved
The Open Data for Development program has successfully advanced gender equality in the Open Government Partnership scaled up open data activities in Francophone Africa built data capacity in governments and civil society organizations and nurtured data-related innovations to address development challenges. Over time these achievements are expected to support greater accountability and transparency and to improve access to quality public services. Specific results achieved at the end of Phase II (March 2020) included: 146 peer-reviewed publications on open data initiatives were published of which 30% focused on gender issues; 44 developing country governments had received technical support; 73 open government commitments (from 24 developing countries) included a gender component; 695 public servants and 4 652 civil society participants (of which close to 50% were women) had taken part in training and capacity-building activities; a new open data hub in Burkina Faso provided capacity-building support in 15 countries and provided input for the 2019 Africa Data Revolution Report the first such benchmarking exercise on the continent.
