Project Description
This project aims to contribute to the peace process in South Sudan by supporting the implementation of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS) and its oversight mechanism the Joint Monitoring and Evaluation Commission. The Commission is mandated to steer South Sudan through the transitional period and ensure the implementation of provisions as described in the Agreement. The four major areas of the Commission’s work include: (1) engaging the Parties to the Agreement regional guarantors and the international community to establish the conditions necessary to facilitate implementation of the Agreement; (2) monitoring and overseeing the implementation of the Agreement and the mandate and tasks of the Transitional Government of National Unity including the adherence of the Parties to the agreed timelines and implementation schedule; (3) facilitating the establishment and operationalization of institutions critical for the implementation of the Peace Agreement; and (4) building the capacity of Commission members relevant actors other institutions and mechanisms critical for the successful implementation of the peace agreement to effectively monitor the peace process.
Expected Results
The expected outcomes for this project include: (1) increased efficiency to monitor and oversee implementation of the ARCSS the mandate and tasks of the Transitional Government of National Unity and other agreement institutions including adherence to agreed timelines and implementation schedule; and (2) improved social action by South Sudan citizens and regional and international members to enhance oversight for the implementation of the ARCSS. .
Progress & Results Achieved
Results achieved as of the end of the project (March 2019) include: (1) the Joint Monitoring and Evaluation Commission (JMEC) the official oversight body on the implementation of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS) helped shepherd the parties from the failed ARCSS agreement of 2015 to the so far successful insofar as South Sudan has not fallen back into widespread conflict Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (RARCSS) of 2018; (2) overall JMEC produced numerous reports and updates for all stakeholders and widely disseminated the agreement; (3) reached a total of 360 people (of which 180 women) during public outreach campaigns and a further 415 people (of which 455 women) completed training relating to implementing the peace agreement; and (4) overall project implementation enhanced by mainstreaming gender throughout JMEC’s activities such as gender mainstreaming training and forging strategic partnership with all agreement institutions and mechanisms to promote gender equality and women’s empowerment.
