Project Description

The aim of this project is to extend the network of rain-gauges (meteorological instruments that measure precipitation) throughout southern Senegal mainly in Casamance to collect basic rainfall data that is required to roll out agricultural index insurance in this region. The initiative has three objectives: to expand the area of agricultural index insurance coverage in order to reduce the number of small agricultural producers men and women who do not have access to the insurance services currently in place; to assist financial institutions in their agricultural insurance integration policy; and to build the capacity of the authorities responsible for collecting analyzing and disseminating rainfall data. Project activities include the following: (1) purchasing and installing 165 rain gauges; (2) developing and/or updating rainfall indices for the targeted crops; (3) preparing and holding information sessions for men and women producers on agricultural index insurance services and helping them to prepare their coverage file; (4) building the capacity of the structures responsible for collecting analyzing and disseminating rainfall information through training sessions and the use of high-efficiency equipment.

Expected Results

The expected outcomes of the project include the following: (1) adapt the activities of the men and women agricultural producers in Casamance in response to climate change; (2) improve financial institutions’ climate risk management of agricultural activities; and (3) improve the quality of information and climate forecasts by the competent authorities.

Progress & Results Achieved

Results achieved as of the end of the project (May 2020) include: (1) installation of 158 automatic rain gauges and five agro-meteorological stations; (2) elaboration and dissemination of 44 weather forecast bulletins; (3) training in index-based agricultural insurance for 7 464 producers (of which 43% women; (4) 28 642 maize producers (of which 50% women) 20 765 rainfed rice producers (of which 71% women) and 22 198 groundnut producers (of which 23% women) have access to index-based agricultural insurance. This performance represents 143% of the annual and end-of-project target compared to the total number of insured producers. The performance also represent189% of the annual and end-of-project target compared to the proportion of women insured; and 5) an index-based agricultural insurance covered CAD$12 498 906 in crop credit representing 156% achievement rate of the annual and end-of-project target.
