Project Description

This project aims to increase the supply of vocational and technical training while improving the ties between the labor market and the vocational and technical training sector so that Senegalese youth can acquire the skills specified and sought by businesses. It is among other things designed to: (1) train learners who better meet specific job criteria; (2) provide them with support to guide them toward job-rich sectors; and (3) provide them with opportunities for quality employment while placing particular emphasis on women’s access to employment. The project also seeks to establish a sustainable network of public-private partnerships to improve the management of the vocational and technical training sector and better align graduates’ skills with this market’s needs. Project activities include: (1) the development of vocational and technical training programs following the skills-based approach; (2) the acquisition of equipment for vocational and technical training institutions; and (3) the renovation of facilities in recipient vocational training institutions. The project is implemented by Colleges and Institutes Canada in partnership with Senegal’s Ministry of Employment Vocational Training Apprenticeship and Integration.

Expected Results

The expected results for this project include: (1) concerted action between the labor market the Ministry of Vocational Training and stakeholders in vocational and technical training and employment; (2) improvement in the quality of training that is gender-sensitive and environmentally conscious how this training is conducted and services for learners and businesses with consideration for labor market needs; and (3) a sustainable increase in communication between all vocational and technical training stakeholders the Ministry educational institutions the employment sector and the community.

Progress & Results Achieved

Results achieved as of the end of the project ( March 2021) include: (1) 34 vocational and technical training programs designed to meet the needs of the labor market were developed in collaboration with 13 Canadian colleges. These programs are being offered in 14 training institutions across 7 regions of Senegal (Dakar Diourbel Kaolack Kédougou Saint-Louis Thiès and Bignona to Ziguinchor); (2) an increasing number of gender-sensitive activities have been organized in training institutions at the Ministry of Employment Vocational Training Apprenticeship and Integration and among the general public. These include targeted campaigns aiming to increase access and retention of girls in vocational and technical training; and (3) the percentage of girls enrolled in training programs has increased from 5% in 2015 to 33% in 2021.
