Project Description
This project aims to address the lack of accountability for atrocities committed by Daesh by supporting the investigation of breaches of International Criminal and Humanitarian Law (ICHL) in Iraq. Although Daesh’s crimes in Iraq are widely publicized by a range of human rights bodies and the media the Commission for International Justice and Accountability (CIJA) focuses on conducting evidence-gathering operations in line with international standards in order to prepare criminal case files. These case files eventually form the basis of prosecutions targeting mid to high-level offenders. The CIJA concurrently provides capacity building support and mentorship to local counterparts and officials. These efforts ultimately increase access to justice and accountability for Iraqis affected by conflict; lead to an enhanced understanding of actors and entities committing violations of international law and human rights; and strengthen international responses to Daesh atrocities.
Expected Results
The expected outcomes for this project include: (1) development of Iraqi (Kurdistan Regional Government) capacity in relation to investigation of violations of ICHL through strategic direction quality control and oversight; (2) investigations into ICHL offences committed by mid and high-ranking perpetrators will be furthered through the development of at least two prosecution ready files that target Daesh leadership. Case files pertaining to mid-level perpetrators will also be built for potential prosecution; and (3) provision of support as required to national and international justice initiatives underway by other governments and international authorities.
Progress & Results Achieved
Results achieved as of the end of the project (July 2021) include: (1) delivered training to Iraqi investigators to increase their capacity to conduct investigations of breaches of international humanitarian and criminal law; (2) collected evidence and prepared case files and briefs relating to breaches of international humanitarian and criminal law by Daesh members in Iraq; and (3) provided support to national and international justice initiatives underway by other governments and international authorities.
