Project Description
The third phase of Canada's support to the development of an agri-insurance system in Ukraine aims to develop sufficient local institutional and human resource capacity to sustain a fully functioning transparent and financially viable system for agricultural insurance in this country. It focuses on completing the transfer of knowledge and know-how to the Ukrainian stakeholders. These stakeholders include the insurance companies that form the newly created Agri-Insurance Pool in charge of operating the system (management of the data base development of new insurance products etc.) and their government partners who are responsible for regulating the sector. The project also contributes to the completion of the regulatory framework for agricultural insurance and supports the participation of producers in the state subsidy agricultural insurance program.
Expected Results
The expected intermediate outcomes for this project are: (i) strengthened capacity of government institutions and the Agri-Insurance Pool to operate a viable agri-insurance system; and (ii) project specific material is used by organizations involved in the agri-insurance sector.
Progress & Results Achieved
Results achieved as of the end of the project (June 2015) include: (1) project experts actively participated and led four (out of 28) working groups created by the Ministry of Agrarian Policy and Food of Ukraine to design the “Strategy for Agriculture and Rural Development for 2015-2020”; (2) a draft agri-insurance law and Concept have been developed and currently under review by the Ministry and the Ukrainian Parliament; (3) 17 technical policies and practices were improved or eliminated to introduce insurance standards in the market; (4) 19 experts (4 women) passed a state exam and received a certificate of a loss adjustor which in total makes 52 state certified loss adjustors in Ukraine; (5) developed and submitted to the state regulator two new standard insurance products for spring grains and soybeans and an insurance product for winter grains was launched; (6) a canola insurance pilot program was rolled out into a full insurance program covering all regions of Ukraine resulting in 21 contracts worth $301.5 thousand and $26.3 thousand of premiums; (7) in collaboration with the Insurance Pool the project conducted a wide-scale informational campaign covering 12 regions of Ukraine and reaching 308 participants (154 women) to discuss the draft agri-insurance concept and to amend the law with agri-producers which was followed by a lobby campaign to promote the necessary legislative amendments; and (8) developed five global agri-insurance manuals available in Spanish and Russian to share knowledge in other countries. These have contributed to supporting the development of a transparent and viable agri-insurance system in Ukraine.
