Project Description
The project aims to build greater freedom of the media in Ukraine through legislative and regulatory reform the expanded use of the public access to information law and the promotion of ethical and professional standards among journalists. The project works with Ukrainian institutions to better align the legal and regulatory framework for media with European standards mainly in the area of public broadcasting. It also supports the Ukrainian Office of the Ombudsman on Freedom of Information and Data Protection in the implementation of Ukraine's access to information law while training journalists and civil society organizations on its application. Finally the project helps improve the professional and ethical standards in journalism through an effective mechanism for self-regulation which is established in close collaboration with the Journalist Ethics Committee of Ukraine.
Expected Results
The expected intermediate outcomes for this project include: Improved legal and regulatory framework for broadcasting in Ukraine that aligns with international standards and better protects rights and freedoms; Increased effectiveness of public access to information legislation in Ukraine; and Increased accountability and enforcement of professional standards including those of relevance to gender equality among Ukrainian journalists.
Progress & Results Achieved
Results achieved as of April 2014 include: 1) the provision of expertise to draft the new law on public broadcasting which led to its adoption by the Ukrainian Parliament in April 2014; 2) the provision of expert assistance to the National Broadcasting Council of Ukraine to develop a curriculum and training materials on the new broadcasting content labelling system which aims to protect children from potentially harmful television content; 3) support to the biggest journalist non-governmental organizations in developing a draft unified ethical code for journalists. The objective of this Code is to agree on a set of professional standards for journalism targeting approximately 21 000 journalists.
