Project Description
The project aims to deploy 500 Canadian long-term and short-term observers to support the delivery of free and fair Ukrainian parliamentary elections in October 2012. This reflects Canada’s commitment to help strengthen democratic processes in Ukraine. The project enables 425 independent short-term observers to ensure the transparency and fairness of the election process on voting day. An additional 75 long-term observers aim to provide impartial assessments of the pre-election period by examining the administration of the election the implementation of law and other regulations the execution of the electoral campaign and the political environment itself. Both short-term and long-term observers will cooperate closely with Ukraine's Central Election Commission other observer missions domestic observer groups civil society organisations and the media. In carrying out this work observers consider gender equality dimensions and support Ukrainian men and women in realising their electoral rights and exercising freedom of choice.
Expected Results
The expected intermediate outcomes for this project include: strengthened perception of free and fair elections in Ukraine by the people of Ukraine and the international community; increased acceptance of the Ukraine election results in Ukraine and internationally; and enhanced capacity of the Government of Ukraine to hold free and fair elections through the provision of qualified independent and gender-sensitive election observers.
Progress & Results Achieved
Results achieved as of July 2013 include: A total of 500 Canadian electoral observers were deployed to Ukraine (422 Canadian observers with “Mission Canada ” managed by CANADEM 68 Canadian observers with the electoral observation mission of the Organization for Security and Co-operation in Europe (OSCE) and 10 Parliamentarians as observers for the OSCE’s Parliamentary Assembly). Canadian observers were deployed to all districts of Ukraine. The training sessions were delivered efficiently and effectively. CANADEM held a one-day orientation session in Ottawa and designed the majority of training to be held in Kyiv to maximize the benefit of local knowledge obtained by the long-term observers and to manage costs. On 26 March 2013 Mission Canada released its final report which concluded that “Ukraine’s parliamentary elections fell short of meeting international standards”. This report echoed the findings of other credible international electoral observation missions including those of the OSCE.
