Project Description
The project aims to develop sufficient institutional and human resource capacity to sustain a fully functioning transparent and financially viable system for agricultural insurance in Ukraine. More specifically the project is designed to strengthen the capacity of relevant government institutions and insurance companies increase access to finance for Ukrainian farmers improve the legislative and regulatory framework pertaining to the agri-insurance system as well as strengthen consumer advocacy and protection. It builds on Phase I of the Agriculture-Insurance Sector Development project which significantly increased the capacity of insurance market stakeholders in Ukraine.
Progress & Results Achieved
Results achieved as of July 2013 include: The approval of the law on agriculture-insurance was a major breakthrough and significantly contributed to the establishment of a new agricultural insurance system in Ukraine. The law which came into effect in July 2012 defined the mandatory creation of an agriculture-insurance pool and public financial support to agricultural insurance. As a result 7 Ukrainian insurance companies are now selling the 14 products developed by the project resulting in 1 084 contracts issued with a collected premiums value of US$11.2 million covering a total of 1 929 million hectares of insured crops. Consumer advocacy and protection was promoted through seminars reaching more than 650 participants (including 302 women) and a wide-scale national information and education campaign.
