Project Description

The purpose of this project is to improve the living conditions of Palestinian refugees in Lebanon and to address the security aspects of the refugees' presence in Lebanon. The project aims to strengthen the capacity of the Lebanese Palestinian Dialogue Committee (LPDC) specifically and the Government of Lebanon in general to develop and implement policies designed to improve the lives of the Palestinian refugees. The project provides expert advice and technical support to the LPDC to help it develop and implement new policies including polices that address employment issues. The LPDC was established by the Government of Lebanon in 2005. Its mandate includes providing conditions that enable Palestinian refugees in Lebanon to live in dignity prosperity security and harmony with their environment.

Progress & Results Achieved

Results as of the end of the project include: Owing to the dynamics of the Lebanese political environment and the highly politicized nature of the Palestinian refugee issue in Lebanon this project has encountered delays in its implementation. Subsequently the expected project results were amended in 2010 to focus the project on the provision of technical assistance in developing policy papers and studies as well as disseminating these materials related to key Palestinian issues such as the right to work and the right to own land. The Lebanese Palestinian Dialogue Committee secretariat has actively participated in various events and workshops on the Palestinian refugee issue representing the Government of Lebanon and organized events on the issue of Palestinian non-identifications and the new employment legislation. It also commissioned legal briefs on the issue of employment of Palestinians. The Executive Director regularly represented the Government of Lebanon at key meetings Arab League meetings and other international meetings and has regularly liaised with the heads of the Departments of Refugee Affairs in other host countries mainly Jordan; thereby establishing the secretariat as a key player on Palestinian refugee issues. The secretariat and UNDP are jointly conducting capacity assessments of the Ministry of Interior and the Ministry of Foreign Affairs.
