Project Description
The project aims to streamline and simplify three of Ukraine's most problematic administrative procedures related to the supervision and regulation of business operations: standardization and certification inspections and permits. The goal of the project is to improve the business enabling environment in Ukraine by addressing key regulatory barriers for small and medium-sized enterprises (SMEs). In order to achieve this the project is pursuing activities in support of three broad objectives: 1) Simplify selected regulatory procedures for SMEs; 2) Monitor the business environment through representative surveys; and 3) Conduct work in outreach and information as well as reform-oriented campaigning to ensure adoption and implementation of reforms.
Progress & Results Achieved
Results as of March 2012 include: The project has had a major impact on the business regulatory environment in Ukraine resulting in the enactment of 68 progressive legal acts including key laws that streamline business licensing and permits and in the improvement or elimination of more than 2 177 administrative procedures which will save the private sector a considerable amount of money annually by significantly reducing the number of requirements for businesses. Most recently the project supported changes to the Law on Permits which further reduced the exhaustive list of required permits across various legal acts in Ukraine from more than 200 to a simplified 135.
